Luis J. Zayas was born in Puerto Rico, where he lived until he graduated from Universidad de Puerto Rico with a Bachelor of Arts in Political Science in 1976. He moved to Chicago, Illinois, to pursue graduate studies at the University of Chicago. Mr. Zayas graduated in 1981 with a Master of Arts in Political Science and completed course work and preliminaries for Ph.D. in Political Science at the University of Chicago. In 1988, he returned to Puerto Rico to continue his career in higher education.
He has over thirty-five years of experience working with adults and Latinx in higher education institutions in Chicago, Puerto Rico, Florida, Maryland and Texas. His experience includes various administrative and faculty positions at colleges in the Chicago area, including St. Augustine College, North Park College and Triton College. From 1995 to 2019, Prof. Zayas worked with Sistema Universitario Ana G. Méndez (SUAGM) in San Juan, Puerto Rico and Orlando, Florida.
In 1996, he was charged with the start-up and development of the School for Professional Studies (SPS), known as “Programa AHORA”, the first Spanish-language accelerated university program for adults in Puerto Rico. The Program started with 175 students in one campus, offering bachelor’s degrees; in 2007, the School had over 8,500 students distributed between 3 campuses and 14 off-sites, including three in Florida, offering bachelors and master’s degrees. More than 20,000 adults have successfully graduated from the AHORA program.
As an offshoot of “AHORA”, Prof. Zayas was responsible for the development of the
accelerated dual language university-level program for adults, using the Discipline-Based Dual Language Immersion Model®, the first such program in the United States. Using this model, he directed the establishment and growth of SUAGM’s Metro Orlando Campus in 2003, the South Florida Campus in 2006, the Tampa Campus in 2010, the Capital Area Campus in 2012, and the Dallas Area Campus in 2015. Over 5,000 students have graduated from these dual language programs that have received multiple recognitions over the years.
For the successful development of these dual language programs in five campuses, Prof. Zayas was responsible for creating and leading AGMUS Ventures, Inc. (AVI). As its President and CEO, he was responsible for achieving a 328% return on an initial investment of $1 million dollars. Sixteen years of growth and expansion were completely sustained by the revenues produced, still leaving an operational surplus over these years.
He has done extensive work and research on Multiculturalism, Bilingual Education, and Ethnicity and Urban Politics, especially on the problems and needs of Hispanics in the United States and the role of language and culture in ethnic matters. Mr. Zayas has been involved in various Hispanic community outreach activities in various areas in the US, at the local and national levels.
In November 2019, Prof. Zayas incorporated Educate for Diversity, LLC., to leverage his expertise and resources to design and provide multicultural solutions for diversity, equity, and inclusion for a wider range of organizations.

Responsible for institutional authorization and accreditation with federal, state and independent accrediting agencies as well as the establishment of student outcome defined academic quality assurance systems.

These included remedial instruction in reading, writing and mathematics, English as a Second Language, high school completion for adults, adult literacy and basic skills, pre-vocational courses, tutoring, comprehensive counseling and mentoring programs, as well as assessment, placement and tracking of students. Activities included: administration of a million-dollar institutional budget, procurement and administration of federal and state grants, supervision of over 40 full-time and 150 part-time faculty and staff, program development, research and reporting of student’s outcomes, development of curriculum and assessment system, and coordination with other departments and external agencies.
